Poor India creates millionaires at fastest pace

India, with the world's largest population of poor people living on less than a dollar a day, also created millionaires at the fastest pace in the world in 2007, though the world grew such high net worth individuals (HNWI) at the slowest pace in four years, reports Economic Times

Growing them at a pace of 22.7 percent, India added another 23,000 more millionaires in 2007 to its 2006 tally of 100,000 millionaires measured in dollars, according to an annual Merrill Lynch Cap Gemini report. In contrast, developmental agencies put the number of subsistence level Indians living on less than a dollar a day at 350 million and those living on less than $2 a day at 700 million. In other words, for every millionaire, India has about 7000 impoverished people.


According to Economic Times, while India's HNWI population growth of 22.7 percent in 2007 exceeded China's 20.3 percent and its own 2006 gains of 20.5 in 2006, it was still way below its giant neighbor in absolute number of millionaires. China counted nearly 500,000 HNWIs. Overall, the number of millionaires (not counting home values in their assets) in the world grew at 9.4 percent and crossed the 10 million mark for the first time. The United States, despite its economic woes, leads the pack with more than three million millionaires.

The combined wealth of the globe's millionaires grew to nearly $41 trillion last year, which means their average wealth was more than $4 million, the highest it's ever been.

"India led the world in HNWI population growth at 22.7 percent, driven by market capitalization growth of 118 percent and real GDP growth of 7.9 percent. Although India's real GDP growth decelerated from 9.4 percent in 2006, current levels are considered more stable and sustainable," the report observed.

It also ranked India's two largest exchanges - the Bombay Stock Exchange and the National Stock Exchange - among the world's top 12 exchanges by end of 2007, "with growth rates of 122 percent and 115 percent respectively, that were boosted by initial public offering markets and heightened international interest."

Is Internet access a fundamental right?

London: A recent study proposes that a many adults view Internet access as a basic right, and a significant portion believes it should not be regulated.

As reported by Reuters, the global survey for the BBC World Service showed that four out of every five adults maintain the view that web access is a right, and many survey respondents view it as a source of freedom for expressing their views, etc.

Doug Miller, Chairman of survey conductor GlobeScan said, "Despite worries about privacy and fraud, people around the world see access to the Internet as their fundamental right. They think the Web is a force for good, and most don't want governments to regulate it."

BBC quizzed more than 27,000 adults across 26 countries, and found that 87 percent of browsers believed Internet access should be the "fundamental right of all people". The survey also found significant number of supporters in favour of net access on both sides of the virtual divide, with those in South Korea forming the majority (96 percent) in supporting the idea, the BBC reported.

Even respondents in Japan, Mexico and Russia confessed that they could not live without the virtual world. Most of the users in Japan, South Korea and Germany also said that they were afraid to express their opinions safely online, while those in Nigeria, India and Ghana were much more confident about speaking out.

EXL to open BPO in Noida and Jaipur SEZs

New Delhi: ExlService Holdings, a provider of outsourcing and transformation services is planning to set up two new delivery centers in Noida and Jaipur in India. These centers will expand EXL's global services capacity, support new client acquisitions and enable greater flexibility to meet client requirements, reports Business Standard.

The new facilities are located in Special Economic Zones, and the cost and tax structures of SEZ facilities would help sustain EXL's competitiveness in the global market. With the addition of these two facilities, EXL will have 16 delivery centers and offices spread across ten locations in six countries.

"It is essential for EXL to provide our clients with a world-class infrastructure that meets their multi-shore global delivery requirements. The expanded service delivery will effectively sustain our leadership position while creating new value propositions for our clients," said Rohit Kapoor, President and Chief Executive Officer of EXL. "Noida and Jaipur are strategic locations because both these regions offer rich talent pools, robust support infrastructure and are in close proximity to several other EXL delivery centers."

The new Noida facility will have a capacity of over 800 seats spread over 100,000 square feet in the first phase and another 1400 spread over 120,000 square feet in the second phase. The first phase is expected to be operational in the third quarter of 2010. Noida is currently home to EXL's six delivery centers.

The Jaipur facility will be EXL's first center in a tier two Indian location. This facility will have a capacity of approximately 500 seats spread over 38,000 square feet and is expected to be operational in the second quarter of 2010. EXL will focus on providing finance and accounting and transaction processing services from this facility.

Deemed universities concerned about revenue

New Delhi: The Government appointed committee to review the functioning of deemed universities said that many private deemed universities are predominantly concerned about revenue generation rather than promoting academic and research activities.

The panel is headed by P N Tandon in its report, has also suggested setting up a national committee for fixing rational fee structure for deemed universities which can be reviewed from time to time. Most of the deemed universities have fee structure considerably higher than that recommended by the official fee structure committees established according to the Supreme Court directives. Many of them created their own fee structure committees to justify the exorbitant fees, according to the report which have been submitted to the apex court.



The Supreme Court is scheduled to hear the matter tomorrow. The committee has found 44 of the 130 deemed universities to be unfit for the status while another 44 have been found deficient in many areas. It has recommended that the 44 deficient deemed universities should be given three years time to rectify their short comings while the deemed university status should be withdrawn from those found unfit.

"Except a few public-funded institutions, quality research is not done in any of the deemed universities. Research, which is a major component of university, is not being carried out by these institutions," said the report. It also stated that there is not a single example of technology transfer, generation of patents and intellectual property in these institutions. Even though the UGC guidelines speak about holding an all-India entrance test to enroll students, the deemed universities never follow any common entrance examination. They conduct their own entrance which is very often restricted to limited geographical locations or regions.

The committee has recommended that the highest governing body of the deemed universities should be headed by the vice-chancellor and should include distinguished academics and professionals as its members.

RBI gives okay nod to ANZ to re-open account in India

Mumbai: Ten years after selling off its business in India, Middle East and other parts of South Asia, Australia and New Zealand the ANZ Banking Group received an in-principle approval from RBI to open a branch in India. ANZ plans to kick off corporate banking to the top-tier corporates and financial institutions, which will be followed by retail banking for the higher end of the market, reports Economic Times.


StanChart had taken over ANZ operations in the Middle-East and South Asia and the associated private banking business of Grindlays for $1.34 billion in 2000. This amount also included a goodwill amount of $700 million. Incidentally, when the operations were sold, ANZ Grindlays had 29 branches in 15 cities in India while StanChart had 19 branches in eight cities.

According to Economic Times, during the time of the takeover, StanChart had 57 branches in nine countries while Grindlays had a larger branch network with 116 branches in 13 countries. The bank's in-principle approval for a branch has come with some riders from RBI. The bank's application for a branch in India had been pending for the past couple of years.

Sources said that, to avoid a 'revolving door' situation, firmer commitments have been sought from foreign banks seeking a license for India. A few years ago, Dresdner Bank, which closed operations in the start of the decade, re-entered the country in 2008.

An ANZ spokeswoman said, "We regard India as one of two economies, along with China, that will drive not only Asia, but the world economy this century. Initially, under our foreign bank licence, we will provide banking services to high-end corporate customers and financial institutions, but over time, as we grow our branch network, we will start to build a retail and wealth proposition for affluent customers in key cities. As a result of ANZ’s connection with Grindlays, ANZ retains very strong brand recognition in India, which provides a good base for rebuilding our business in this important market."

CA top salary zooms to Rs. 70 Lakh

Ahmedabad: The Institute of Chartered Accountants of India (ICAI) has created a record by placing three of its candidates at a record salary of close to Rs. 70 lakh with Singapore-based Olam International. This is the highest ever salary offered to fresh CAs recruited from the ICAI campus, the apex body that conducts the CA examination and places the successful candidates every year, reports Economic Times.



In 2007, a record salary of Rs. 38.25 lakh was offered in 2007. The three candidates who have been offered the record salary, were picked by the agriculture supply chain major from ICAI's Chennai campus. Olam plans to hire around eight candidates from ICAI.

According to Economic Times, ICAI started its first phase of placements through five out of 15 campuses on March 4. The first day itself saw 320 candidates being picked up. Companies which hired successful CAs on the first day include IOC, ITC, Tolaram, Vedant, S R Batliboy, Yes Bank, GE Capital, REC, L&T, Axis Bank, Morgan Stanley, HCL Technology and Delloite.

"We are very happy with the offers we have seen on very first day of our campus recruitment. It suggests that now we are out of the global recession and recruiters are ready to offer right packages to right candidates," said Subodh Agrawal, Chairman of the Committee for Members in Industry, ICAI, in a reaction to the record offer. "It is a 100 percent rise from our earlier best," he added. Explaining the hiring sentiment Agarwal said, "Now with the upturn, good candidates keen to work within the country. Therefore, companies need to pay a premium to hire them for global positions."

When contacted by Economic Times, Olam International confirmed the Rs. 70 lakh offer." Michael Joseph who handles global recruitments at the company said, "We are operating in a recession-free industry. So, there are really no limits now," he said.

India has least no. of corporate women leaders

Bangalore: Even though, whole world is celebrating 100th year of International Women's day, leading companies are failing to make the most of the talents of their female workforce.

According to the Corporate Gender Gap report brought out by the World Economic Forum (WEF) the U.S. led the way with the highest percentage of female employees (52 percent), while India had the lowest (23 percent). To tackle the problem, the WEF urged companies to do more to educate and utilise female talent.


Talking to BBC, Saadia Zahidi, Co-autor of the report said, "The findings of The Corporate Gender Gap Report are an alarm bell on International Women's Day that the corporate world is not doing enough to achieve gender equality. While a certain set of companies in Scandinavia, the US and the UK are indeed leaders in integrating women, the idea that most corporations have become gender-balanced or women-friendly is still a myth."

This report is based on a survey of 600 of the heads of Human Resources at the world's largest employers across 16 industries in 20 countries. The average number of women holding the CEO level position was a little less than five percent among the 600 companies surveyed. Finland (13 percent), Norway (12 percent), Turkey (12 percent), Italy (11 percent) and Brazil (11 percent) have the highest percentage of women CEOs in this sample. Most of the respondents blamed traditional and cultural practices for women being unable to move up the career ladder.

Professor Klaus Schwab, Founder and Executive Chairman of WEF said, "Women account for one-half of the potential talent base throughout the world and therefore, over time, a nation's competitiveness depends significantly on whether and how it educates and utilises its female talent."

Rs. 30 Crore donation to charity by Vineet Nayyar

New Delhi: Vineet Nayyar, Managing Director of IT services firm Tech Mahindra has donated a third of shares in the company, converted from employee stock option plan (ESOP) in the past, worth over Rs. 30 crore to a Delhi-based charitable organization run by his wife, reports Economic Times.

He has gifted 3.5 lakh shares, which is worth Rs. 31.78 crore as per the closing price of Tech Mahindra shares on Wednesday at NSE, to Essel Social Welfare Foundation. Essel Social Welfare Foundation, an umbrella organization to many other NGOs, supports education of underprivileged children, including the girl child and the visually handicapped. It is run by Reva Nayyar, a retired bureaucrat who has in the recent past been involved with ministry of woman and child development and has been instrumental in enactment of policies and legislation pertaining to women and child welfare.

Vineet Nayyar when contacted by Economic Times said, "I have been associated with the organization for the past few years and trying to help these children in whatever way I can." This donation is large even by the standards set by bigger companies in the country. Most Indian companies donate in the range of Rs. 1-5 crore annually. As per disclosures made by public-listed firms, just three firms, Reliance Industries, Jindal Steel and Power and Jaiprakash Associates, had donated more than Rs. 30 crore each for the year ended March 31, 2009.

Engineering students who need to do projects as part of their course, can now buy readymade projects that small sized software firms are selling in 'project shops', reports Shariq Iqbal of Bangalore Mirror.

Last year, Suresh Kumar (name changed), an eighth semester engineering student then, developed a software that could compress large files and store them in your computer. Impressed with his innovation, the varsity evaluators rewarded him with an A+ grade.

However according to Bangalore Mirror, three months before he submitted his project, Suresh was on the streets of Jayanagar and Kengeri searching for a ready-made project from the 'project shops' that have sprung up in these areas.

In fact, a student, on condition of anonymity said, "We resort to buying readymade projects as they are done by seasoned coders and developers. They save us the headache and constant concern of ruining our project; besides, they are more professional."

A walk down the streets of Jayanagar and Kengeri will take you through shady little rooms inviting students for readymade projects created by small-sized software companies who bank on this 'seasonal business.'

An innovative geek told Bangalore Mirror, "Buying a project might be a trend, but I think the evaluators do understand and recognize an original work. For those genuinely interested in developing something on their own, I do not think there is any dearth of recognition and appreciation."

The shopkeepers are ready to give the entire readymade project in a pendrive, as well as teach all the basics involved in the development of the particular project, and also an FAQ bank with answers. Also offered is a list of more than 80-odd projects thare available. "Choose the one you find interesting, collect all the intellectual material, check everything and pay Rs. 8,000. The price is negotiable," said a shopkeeper.

According to the Visvesvaraya Technological University (VTU) Registrar K V A Balaji who Bangalore Mirror spoke to, such incidents are happening. "It has come to our notice that some students go out and get their projects done. We have also noticed that there are professional agencies which are selling projects. As it is outside our purview, we cannot take action against such companies. Hence, we have issued a circular to all colleges that students have to do projects only in colleges and not go to industries outside."

Infosys backs on pay-per-use model

Bangalore: Software exporter Infosys Technologies plans to have a third of its total revenues coming from new services, including cloud computing and platform-based offerings, over the next few years, even as such engagements mean lower profitability to begin with, reports Pankaj Mishra from the Economic Times.

For Senapathy 'Kris' Gopalakrishnan, the Chief Executive of India's second-biggest software exporter, the next big bet for the company is to break free from effort or time and material-based business model to an engagement wherein customers pay for what they use, and based on the business results achieved. The company has already started serving around four customers using these models of delivering services, and derives nearly five percent of its revenues from such services currently.


"You have to take a hit on your margins to start with, and sometime you may have to invest upfront. But from third, fourth or fifth customer you start making more money," he said in an interview. "It increases the risk, and the way we can make money is when the platform is shared. We can't make money on a single deal because competition will make sure that our margins are very less. And you have to remember that we need to share this revenues with other vendors," he added.

In a cloud computing or platform-based model, Infosys can serve multiple customers using same set of services developed for an existing customer such as Royal Philips Electronics. Rivals Tata Consultancy Services (TCS) and Wipro are already offering similar services to customers who are seeking to lower their capital expenditure by adopting pay-as-you-go model.

"We are internally setting a target, we don't know, if it will happen in 3 or 5 years, but we are saying that let us get ready for a third of our business to come from these new models," said Gopalakrishnan. "I can think about at least a dozen companies, who are experimenting with such models since past six months," he said.

Infosys' top customers from Europe include ABN Amro, British Telecom and British Petroleum. However, customers in the U.S., which accounts for more than half of India's $50-billion outsourcing industry, have started outsourcing of projects. "The U.S. has come back strongly, but there are uneasiness about unemployment, and hence, because of that people actually don't want to talk about outsourcing, even if they are doing," added Kris.

While local experts are still terming it a jobless recovery, companies such as Infosys have started seeing more business from customers seeking to lower their operational costs. "They are doing it because they have a need to invest, and even though unemployment is high, there is a gap in available resources for technology that still persists," he said.

Infosys, which will announce its financial results for the year ending March 2010 next month, is seeing increased spending from the top U.S. customers that include Bank of America.

Tatas' Dialog to bring internet to TV By IANS

Kolkata: Telecom service provider Tata Teleservices (TTSL) Thursday announced the launch of DIALOG, a product that enables customers to connect to the internet on their television set.

Customers can access the internet without a desktop or laptop, transforming the TV set into a multimedia device with the help of DIALOG.

"We are launching the product first time in the country simultaneously in Chennai and Kolkata. We will take three months for the testing period and after that we will go for an all-India launch of DIALOG in the first quarter of FY11," TTSL national sales head Abhijit Sanyal said here at a press meet.

"In today's day and age, the television set is a common and essential commodity in all households-we will help our customers experience the unique proposition of turning on their televisions to access the internet, check their e-mails, watch streaming video and listen to online music," said Sanjiv Sinha, Regional Head (East) and Chief Operating Officer of Tata Teleservices Limited CDMA

BSNL should reduce its staff: Pitroda panel

New Delhi: A committee headed by Sam Pitroda, advisor to the Prime Minister, has recommended that Bharat Sanchar Nigam should retire or transfer about 100,000 of its employees through measures such as a voluntary retirement scheme. This is a third of BSNL's total employee strength, of 300,000 across the country, reports Mansi Taneja from Business Standard.


To improve organisational performance and employee productivity substantially, BSNL should induct young talent in all spaces - technology, marketing, customer services and sales, the committee said in its report. BSNL should also start a performance-driven culture and complete the absorption of staff from the Indian Telecommunication service without delay. A restructuring of BSNL is already underway, under which four business units would be created for fixed access, mobility, enterprise and new businesses.

The committee also suggested creation of a separate subsidiary to hold a bank of underdeveloped land and other real estate assets, estimated to be about 2.5 million sq metres, and unutilised staff quarters. It should monetise the value of this subsidiary by collaborating with an experienced real estate company.

The committee, which also had HDFC Chairman Deepak Parekh and Union telecom secretary P J Thomas as its members, was set up to review the functioning of BSNL. For the first time, BSNL is expected to post a loss, due to increased competition and declining market share. Further, procedural delays on purchase of equipment and dependence on the government for decision making also hamper growth.BSNL's 93-million lines GSM tender has been on hold for a long while due to various controversies. The company faces huge capacity crunch in many places and has been constantly losing subscribers and market share.

The committee also recommended scrapping of the 93-million line tender. It said BSNL should follow a lease arrangement for telecom equipment, rather than purchase. Private telecom companies follow such a model for expansion. With this model, BSNL would reduce its capital expenditure, besides reducing its problem of having shortage of young trained engineers in the latest technologies, the panel felt.

ncrease salary across board - Infosys plans

Bangalore: Software exporter, Infosys, plans to offer salary increment to its staff this April for the financial year ending March 2011. Infosys skipped the promotion cycle in April 2009 and gave out hikes only in October, reports Chandra Ranganathan from the Economic Times.

"Yes, we are considering a wage hike in April. We expect business to be normal in the coming year and as in a normal year, we give hikes every April. The hikes will be across the board," an Infosys spokesperson confirmed the development and told ET NOW. This move by Infosys, one of the biggest private sector employers with a payroll of over a lakh, underlines the other positive signals from the IT sector. Nasscom said the sector will grow at 13-15 percent for 2010-11, compared with the single-digit growth of 4-7 percent that it had projected for 2009-10 and Cognizant, the only IT major that has given guidance for 2010, said it will grow by 20 percent.



This growth also brings with it a problem that was hibernating during the troubled times, attrition. Infosys CFO Balakrishnan told analysts in New York, "We are also seeing the environment improving, so to some extent the wage pressure could come up and we are seeing some attrition." But Balakrishnan said that the positive sentiment all around was driving the decision, rather than rapid recovery in demand. "The demand has not increased but the perception has changed because the country is growing at 8-9 percent, there is demand all around and most of the companies in the industry are talking about increasing the wages. So, there is a general perception building around where people are thinking that the overall wage level is going to go up. That could have some pressure."

Infosys was, however, tight lipped about the range of hikes for 2010-11 or the impact that this would have on margins. Sources in the industry said that the range of hikes could be 3-12 percent, with an average of 7-8 percent.

The hikes signal that things are getting back to normal in the IT sector, but it's a new normal, because compared with earlier years, the average this time is smaller, something that could continue for the next couple of years. Pre-crisis, IT employees usually got double-digit hikes.

As reported by the Economic Times, the April wage hike could impact the company's margin by 200-250 basis points, but higher growth could cushion margins. And if Infosys can boost utilisation rate and work with a higher and fresher mix, then it will be able to manage margins well.

20 yr old Bangalore engineers design the Earth-bound system

Mumbai: Taking innovation to the new level, Gokul Kannan and Aswin Kadri, students of M S Ramaiah Institute of Technology, Bangalore, designed a system which is Earth-bound. The system would help in generating electricity continuously using wind power.

Kannan is the son of Mylswamy Annadurai, Project Director of Chandrayan-1, who won the awards for discovering water on the lunar surface. Kannan and Kadri won a cash prize of Rs 55,000 and certificates by a team of judges of IIT Kharagpur and American multinational, General Electric for the system, which might proved to be a boon to power-starved cities of India.


Talking to The Times of India, Gokul and Aswin, who are III year BE mechanical engineering students, said that they won the award based on theoretical calculations. "Our next step is to prove it practically which we plan to do during our holidays in June," said Gokul. He also said that it was a low cost, small-scale wind turbine generator producing electricity ranging between 5KW to 7.5KW, which can be easily used in ordinary households. "Once implemented, it will certainly prove a tremendous advantage to power-starved cities of India," claimed Gokul.

Talking about the inspiration to do this kind of project, Gokul said, "We felt that some major domestic problems have to be solved in India and one of them was power. Keeping this in mind we decided to take up this project which took about two-and-a-half months to complete."

This project would not have been possible without the support of parents. Both the parents had left their son to work independently on their project. Annadurai said, "I lest Gokul to work independently on his project with his classmate and never interfered with them. If some of the practical issues are resolved and once implemented, it is bound to prove an advantage to many parts of this country."

Microsoft to offer browser choice?

Seattle: Microsoft has issued a new software download that will let European users of Windows operating system decide if they wish to keep Internet Explorer as their computer's default browser, the company said Monday.

The move is designed to ease concerns of European regulators that the Microsoft browser was getting an unfair advantage over its competitors because it comes as the default browser on Microsoft's dominant Windows operating system.


The new software update installs a pop-up window on users' PCs that prompts them to pick which of 12 surfing tools they would like to set as their default browser. In addition to Internet Explorer the choices also include Firefox, Apple's Safari, Google's Chrome and the Norwegian browser Opera.

The move comes as a new survey by NetApplications revealed that Internet Explorer is still used by 61 percent of all web surfers last month, compared to 24 percent who used Firefox, five percent for Chrome, four percent for Safari and just two percent for Opera.

PayPal might get green signal from RBI for withdrawals


Bangalore: Personal payment is still not an option for Indian users of Paypal, but PayPal confirmed late last week that the Reserve Bank of India had given it the go ahead to restart bank withdrawals in the country for settlements for exports of goods and services. "We are currently making changes to comply with Indian regulations for settlements for exports of goods and services, and we anticipate that as of Wednesday, March 3rd, we will be able to resume the bank withdrawal service," said Farhad Irani, company's Asia-Pacific Head, in a PayPal blog post, according to The Register.



Irani however said that personal payment will still be switched off. Explaining how the new regulation will work he said, "As part of the changes, you will be required to fill out a new field entitled "Export Code" when you request a withdrawal. This information is required under the current laws of India in order to identify the nature of cross-border merchant transactions."

Irani said that Paypal is working hard to resolve the problem. "We know the past few weeks have been difficult and I would like to assure you that we have been working tirelessly to resolve the situation and restore our service. PayPal's highest priority is to always ensure we comply with all applicable regulations everywhere we do business around the world," he said.

Smokers found to have lower IQs than non-smokers

New York: We have heard that smoking is injurious to health and smokers are very prone to diseases, but new study states that cigarette smokers also have lower IQs than non-smokers.

According to a study of over 20,000 Israeli military recruits, it is found that young men who smoked a pack of cigarettes a day or more had IQ scores 7.5 points lower than non-smokers. "Adolescents with poorer IQ scores might be targeted for programmes designed to prevent smoking," said Dr Mark Weiser and colleagues from Sheba Medical Center in Tel Hashomer, who did the study. The researchers looked at 2,0211 men who were 18-year-old and recruited into the Israeli military. The group did not include anyone who was having major mental health problems.



According to the study, the average IQ for non-smokers was about 101, while it was 94 for men who had started smoking before entering the military. The IQ steadily dropped as the number of cigarettes smoked increased, from 98 for people who smoked one to five cigarettes daily to 90 for those who smoked more than a pack a day. IQ scores from 84 to 116 are considered as the average intelligence.

Govt spends Rs.5.2 Crore for Kasab's 'anda' cell

Mumbai: To Protect 26/11 Mumbai Terrorist attack alone survivor Ajmal Kasab from any possible attack or sabotage, Maharashtra Government has spent Rs 5.24 crore to construct a high security cell at Arthur Road Jail.

The cell which is called as -'anda' cell, where Kasab is kept in solitary confinement, has a reinforced steel wall. Talking to the Times of India, a Government official said that this is arguably one of the costliest infrastructure reinforcements provided for a single accused in the country.

This fact came int public notice, after Juhu-based activist Yogacharaya Anandji had filed the RTI query to know the total investment done by government to construct anda cell. Anandji said, "This much of expenditure is just a footnote. It does not include lawyer's fees, protection given by security forces and possible delays in the legal process."

India raised only 1 percent spending on climate change

New Delhi: The Union government expenditure on measures to adapt to climate change has increased a measly one percent of the gross domestic product (GDP) in past four years, a study released here Tuesday said.

The study conducted by NGO Oxfam and the Center for Budget and Governance Accountability found that the government's expenditure on adaptation to climate change was 1.7 percent of the GDP, contrary to the National Action Plan on Climate Change (NAPCC) claim of government spending 2.6 percent.



"In fact, based on our study we found that expenditure on adaptation to climate change shows a paltry increase of one percent of GDP from 2006-07 to 2009-2010," the study found.

The NGO studied over 146 government schemes related to climate change under various ministries over a period of four years.

"However, this one percent rise in infrastructure has been largely due to increase in expenditure on some specific programmes relating mainly to poverty alleviation like National Rural Employment Guarantee Scheme (NREGA), in which the expenditure has doubled," it said.

The study classifies government's expenditure on adaptation to climate change into two broad area - expenditure towards enhancing human capabilities and towards conservation and management of natural resources.

The study finds that in 2009-10, expenditure towards enhancing human capabilities constituted more than 80 percent of government total expenditure on adaptation on climate change while a meagre 0.5 percent of GDP was spent on conservation of natural resources.

"Sectors that are crucial to any adaptation interventions such as food security, health, rural and urban housing for the poor, and infrastructure for education have received inadequate attention. These sectors need to be integrated into country's adaptation policy network," said Nisha Agrawal, chief executive officer of Oxfam India.

The study argued that a National Adaptation Fund should be set up by the government to provide dedicated financial resources to sector that are vulnerable to climate change.

$1 Billion outsourcing deals may come to India

New Delhi: As firms in verticals like retail, banking, telecom and utilities try to manage the renewed demand for their services and also lower their operational costs, large outsourcing contracts worth nearly $1 billion may come to India. Last week, outsourcing experts and industry officials told that auto customers too are looking to award large contracts for managing their business and IT systems this year, reports Pramugdha Mamgain of Economic Times.

British Petroleum's IT contract worth $1.5 billion awarded to Indian IT majors TCS, Infosys and Wipro early this year was one such mega deal. There are several such projects lined up in the country's power sector as well, said Everest Group Country Head Gaurav Gupta. "Governments in the U.S. and other western markets tend to account for a big chunk of mega deals, but Indian companies are not strong contenders," he said. According to him, large deals for Indian firms are typically in the range of $50-100 million, though some Indian IT services vendors currently have some mega outsourcing contracts in the pipeline.

The latest TPI Index shows that almost $25 billion worth outsourcing contracts were awarded in the fourth quarter of 2009, up 47 percent over the third quarter. Each of these three large industry verticals, including financial services, manufacturing and telecom, saw sequential growth of 33 percent, 76 percent and 24 percent, respectively, in the second half of the previous year. In 2009, almost 70 percent of all broader market contracts were valued at under $100 million in total contract value globally.

"We see both large and small deals coming back to the table. Although the traditional verticals like telecom, financial services and manufacturing have gained volume, it has been observed that new verticals like retail, media and entertainment, healthcare are also driving growth," said Suresh Sundaram, HCL Technologies Global Head for Marketing and Strategy. He added that sectors like public services and energies and utilities and geographies such as Continental Europe, Asia and Latin America should be the ones to watch for in the long term.

IIM-A placements --Deutsche offers record Rs.1.44 Crore

Gandhinagar: The second phase of the placement process at the Indian Institute of Management-Ahmedabad (IIM-A) is going on well with over 20 offers made, and Deutsche bank setting the pace, with record offer of Rs. 1.44 crore plus package, reports Economic Times.

IIM-A started its placement process on February 13 and so far, companies have come to the campus under two clusters for the placements which is likely to be a month-long process. Deloitte made 10 offers (including lateral offers) for consulting roles while other regular recruiters like TAS and Feedback ventures offered general management and
consulting roles and hired six students each.


According to a statement issued by the IIM-A, Indian investment banks, corporate leadership programme and global fast-moving consumer goods (FMCG) operations are among the several prominent cohorts constituting cluster two.

Other recruiters on campus were Hindustan Unilever, Procter & Gamble, American Express, Standard Chartered and Nestle. Apart from the offers extended Sunday, Nestle is also in the process of exclusively hiring IIM-A students for its International Management and Sales Training Programme. This is the first time Nestle is offering this role in India.

According to recruitment secretary, Himanshu Nema, "It is heartening to see recruiters from a variety of sectors taking a liking to the new cohort based process."

Meanwhile, the IIM-A announced a further delay in the declaration of CAT 2009 results to end of February.
